[ARCHIVED] City Council Work Session will be Sept. 26

City Council Without Masks

The Las Cruces City Council will meet at 1 p.m. Monday, Sept. 26, 2022, in Council Chambers at City Hall, 700 N. Main St., for a work session.

City Council will receive presentations and discuss three items on the work session agenda. Dawn Duncan, Founder and President of Animal Companions of Las Cruces, will present and discuss Animal Companions’ relationships between veterinarians, spay and neuter, and emergency services.

The presentation to City Council will also include discussion regarding a great need for 24/7 emergency care for pets; the mission and goals of Animal Companions and the progress to date of the non-profit organization; and promising collaborations that will help alleviate the burden on veterinary services and extend care to pets and their pet parents.

Duncan’s presentation also will focus on why Las Cruces is an ideal place for regional emergency care; efforts to recruit veterinary staff; and ways the City can assist to make Las Cruces more attractive to their families, and all pet owners considering quality of life.

Also at Monday’s work session, Doña Ana County Detention Center Director Bryan Baker will provide the Council with an overview of the Detention Center's operations, including leadership, staff roles, housing capacity, services offered, environment, and the scope of medical and mental health services available. The presentation will also review intake procedures, including normal procedures and those with COVID-19 protections, adult detention, juvenile detention, and remote and in-person visitation.

Additionally, City staff will present a quarterly update to Council on the status of General Obligation (GO) Bond projects. The update is intended to provide current information about the projects and related timelines. Information about current GO Bond projects is available online at

Prior to Monday’s work session, City Council will meet at 10:30 a.m. Monday, Sept. 26, 2022, at City Hall for a Closed Meeting. The purpose of the closed meeting is to discuss the regularly scheduled quarterly performance evaluation of the City Manager, which is closed pursuant to NMSA 1978, Section 10-15-1H(2).

Immediately following the work session, a brief Agenda Setting Meeting will be conducted in Council Chambers at City Hall to determine the agenda for the Monday, Oct. 3, 2022, regularly scheduled City Council meeting.
