The City of Las Cruces is in the final year of the 2021-2025 Consolidated Plan. Action Plan 2025 is nearing completion now for all activities that are funded by the U.S. Dept. of Housing and Urban Development (HUD).
The new Consolidated Plan for 2026-2030 was approved by City Council on May 4, 2026 and is now waiting on final approval by HUD.
- The City’s newly updated Citizen Participation Plan (CPP) was approved by City Council on Monday, Nov 3, 2025.
The new Con Plan will include the First Year Action Plan for Program Year 2026. This part details how the City plans to allocate it’s HUD grant funds from July 1, 2026 – June 30, 2027. The document also includes the recently approved update to the Citizen Participation Plan and the Analysis of Impediments to Fair Housing Choice.

As a Community Development Block Grant (CDBG) recipient, the City of Las Cruces is required under Section 104 of the 21st Century ROAD to Housing Act to maintain a publicly accessible, searchable database identifying all parcels of undeveloped land owned by the City.
The City-Owned Vacant Land Dashboard provides an interactive, public-facing platform to meet this federal requirement. Non-developable municipal assets, including active parklands, stormwater drainage and ponding basins, parking facilities, and excess rights-of-way, have been excluded from the dashboard.
